US places Taiwan chipmaker on entity list for helping Russian war effort

The United States has placed a Taiwanese chipmaker on its blacklist of companies which export products to Russia that help with its war efforts in Ukraine. Persons and companies placed on the US’ so called “entity list” are effectively barred from receiving US made technologies. The US began adding companies to the list as part of its sanctions regime against Russia for its invasion of Ukraine in February 2023. 

In response, the Taiwan Ministry of Economic Affairs asked the company, Neotec Semiconductor, to produce more information about its exports. They reported on Friday that Neotec has not applied for the special export license for dual-use products that can be used for defense purposes going to Russia or Belarus. They said the majority of the products exported by Neotec go to Hong Kong and China, but asked the company to confirm their export flow. 

The ministry said they have cooperated with international sanctions regimes preventing the export of dual-use technologies since the start of the war in Ukraine. They said they continue to maintain the same standards as the US and European Union. They said the total amount of exports to Russia has declined by 46.2% from the same period last year, showing that their export controls have been effective.
