China plans to use AI in cognitive warfare tactic on Taiwan: intelligence chief

Taiwan is closely monitoring the application of artificial intelligence, including deepfake technology and ChatGPT, in China’s cognitive strategies. At a legislative hearing on Wednesday, the National Security Bureau chief Tsai Ming-yen ( 蔡明彥) says China is using a combination of tactics to threaten Taiwan’s national security. 

Tsai says Beijing’s launch of military drills that encircled Taiwan is only one part of its efforts to taunt the country. He says China also threatens Taiwan by using propaganda to manipulate Taiwan’s domestic public opinion and hiring hackers to attack key infrastructures. 

The agency cites spreading false information about the former U.S. House speaker Nancy Pelosi’s visit to Taiwan and President Tsai-Ing Wen’s (蔡英文) trip to the United States as examples. It says China has increased the intensity of its cognitive warfare tactics to create a false sense of war urgency in the Taiwan Strait. 

The intelligence agency also points out that China has continuously infringed on Taiwan’s Air Defense Identification Zone since last August in order to build the image that it has control over Taiwan.
