Chinese student Chang Hai-chuan (張海川) is under investigation for bomb threats and hacking emails targeting institutions, tourist locations, and schools in Taiwan. Police director Li Hsi-ho (李西河) said in a report on Monday that after presenting relevant evidence, China has responded positively to Taiwan’s requested aid and an investigation is currently underway.

Mainland Affairs Council Deputy Chairman Chan Chih-hung (詹志宏) announced on Thursday that an arrest warrant for Chang had been issued locally. Taiwan’s police force has requested aid from China under an agreement that promotes close cooperation between the two countries to combat cross-border crime and maintain order in the strait.

Chang studied at a university in Taichung from 2016 to 2020. After returning to China, he began using terrorism tactics through onion routing, a technique for anonymous communication. According to police records, Chang is currently involved in 258 cases of malicious intimidation.
