Taiwan’s National Science and Technology Council (NSTC) has issued a draft of guidelines for generative AI usage in government on Tuesday. Nine guidelines in total regulate government application of generative AI to public affairs.

According to the draft, government employees are required to disclose information regarding the involvement of generative AI. The guidelines prohibit the production of confidential official documents and also recommends against the use of AI generated data as a reference for administrative decisions or government policies.

The NSTC explains that generative AI is capable of collecting, producing, and processing a plethora of data to create imitations of human-made content. However, it says the quality and quantity of collected data raises concerns about ethical issues and disinformation. The NSTC emphasizes that any output content must be further examined professionally and objectively.

The NSTC added that the government will make frequent updates to the guidelines in the future to accommodate the ever-evolving development of AI technology worldwide. Wider public opinions will also be collected for further discussion and amendments. The full text of the guidelines is available on the Online Participation in Public Policy platform (available only in Mandarin):  https://join.gov.tw/policies/detail/9f21a1e6-edd0-45e9-8ad6-b92354abb1fa
