The U.S. House of Representatives passed legislation on Tuesday opposing China’s efforts to bar Taiwan’s participation in international organizations. The Taiwan International Solidarity Act proposes amendments to an existing law known as the TAIPEI Act which came into effect in March 2020.

The new bill rejects China’s attempt to use United Nations General Assembly Resolution 2758 as legal justification to exclude Taiwan from participation in international groups. Resolution 2758 recognizes the government of the People's Republic of China (PRC) as the sole representative of China in the U.N. However, the new U.S. bill argues that the U.N. resolution does not address Taiwan's representation in the U.N., take a position on the relationship between the PRC and Taiwan, or contain any language regarding Taiwan's sovereignty.

The bipartisan legislation authored by Congressman John Curtis and Congressman Gerry Connolly also states that the U.S. opposes any initiative that attempts to change Taiwan's status without the consent of Taiwan’s people.

According to U.S. legislative rules, the bill must be passed in the Senate and signed by the President before taking effect.
