TSMC founder Morris Chang ( 張忠謀) will once again serve as the Representative for Taiwan at the upcoming APEC Leaders’ Meeting in San Francisco beginning November 15. Taiwan is a full member of APEC but is the only member whose leaders have been repeatedly excluded from attending. Chang has stood in for President Tsai Ing-wen (蔡英文) at the APEC Leaders’ Meetings since 2018.
A pre-departure ceremony with Tsai and Chang was held at the Presidential Office on Friday. In a speech, Tsai thanked Chang for once again shouldering the responsibility of representing the Taiwanese people at the summit. She says that she hopes Chang can convey four main messages during his visit.
First, Taiwan is committed to regional peace, prosperity, and development. Second, Taiwan will work together with other countries to build a more flexible and resilient supply chain. Third, Taiwan will promote the transformation to green energy, while protecting the rights and interests of small and medium-sized businesses, workers, and women. And lastly, Taiwan calls on all countries to drive economic transformation through technology, while narrowing the digital divide.
In his remarks, Chang said he will do his best to fulfill the tasks assigned to him by the president. He also added that TSMC's increasing investments in Japan, Germany, and the United States will help reach the supply chain goals laid out by the president.
