Expert: Taiwan could learn from Palestine on moving toward official participation in UN organizations

As Taiwan’s participation in the international community has been greatly limited since the United Nations General Assembly passed Resolution 2758, Taiwanese Society of International Law Director Fort Fu-Te Liao (廖福特) suggested on Thursday that Taiwan could follow the example of how Palestine has moved closer to gaining UN membership via the support of nations empathetic to its plight. 

At a conference held by the Foundation of Medical Professionals Alliance in Taiwan on Thursday, Liao says Taiwan could urge like-minded nations to continue to advocate for Taiwan’s participation in the WHA and other international organizations. 

UN Resolution 2758 recognized the People's Republic of China as "the only legitimate representative of China to the United Nations." This also removed representatives of the R.O.C, whose leadership fled to Taiwan after losing the Chinese Civil War in 1949. 

Liao says China has been conflating Resolution 2758 with its One China policy and utilizing the resolution’s gray areas to oppress Taiwan’s participation in related international organizations. 

Liao says Taiwan should cultivate support from Taiwan’s official diplomatic allies and other like-minded nations. He points to the current example of Palestine which has gained more support and empathy from nations expressing outrage at the rising death toll in Gaza and the Israeli military’s invasion of Rafah. 

Liao points out that by beginning the work of decoupling Resolution 2758 with UN membership, and through following Palestine’s example cultivating friendly relationships, Taiwan may begin the long process of achieving membership as well.
