Nvidia CEO Jensen Huang (黃仁勳) has announced the company's plan to set up a second R&D center in Taiwan, sparking competition among cities for the location. 

Wu Cheng-wen (吳誠文), the newly appointed Minister of the National Science and Technology Council (NSTC), highlighted the importance of balanced development on Wednesday, echoing President Lai Ching-te’s (賴清德) remarks. He assured that NSTC will support all cities and respect Nvidia's decision. The plan is to set up the center in the next five years with nine counties and cities actively vying for the opportunity.

Minister Wu has also addressed concerns about the potential risks associated with the rapid development of AI. He highlighted the ongoing efforts to draft basic law on AI, with three meetings scheduled this month to gather input from industry stakeholders, legal entities, and human rights groups. The aim is to establish fundamental administrative policies for AI development, focusing on risk management and appropriate announcements.

NSTC emphasized that AI basic law would outline the government's key priorities and principles for AI development rather than serving a regulatory or punitive role. NSTC pledges to facilitate coordination among various sectors and address both industry and societal needs, with a draft expected to be presented by the end of October.
