Premier calls for restraint from all government bodies

Premier Cho Jung-tai (卓榮泰) called for restraint on Tuesday from all constitutional bodies before the Constitutional Court's ruling. Addressing the President's announcement on Monday seeking constitutional interpretation regarding the recently passed legislative reform bills, Cho advocated avoiding unnecessary actions for the sake of maintaining stability and balance.

During an interview at the Legislature, Cho mentioned that the Cabinet is studying the President’s request and emphasized the need for mutual respect and division of responsibilities between the branches of government. He also expressed regret that the Cabinet’s reconsideration request was voted down since a request for constitutional interpretation indicates that the law is unconstitutional and unenforceable.

Cho also stated that the Cabinet will review the Law Governing the Legislative Yuan’s Power to see if certain provisions might be used during the interim by the opposition parties to implement legislative reforms. Cho said he hopes that after the Constitutional Court ruling there will be a consensus on the validity of the new law.

Under the Constitution of the Republic of China, Taiwan's official name, there are five branches of government. These are the Cabinet (Executive Yuan), the Legislature (Legislative Yuan), the Judiciary (Judicial Yuan), the Control Yuan, Taiwan government’s official watchdog organization and the Examination Yuan, which manages Taiwan’s civil service personnel.
