Taiwan and Finland have signed an aviation services agreement, marking Taiwan’s first air transport network partnership with a Nordic country.

The Civil Aeronautics Administration (CAA) announced Friday that the agreement allows both sides to designate multiple airlines for passenger and cargo flights, with stopovers at any intermediate points. Each country is permitted up to 14 weekly flights for both passenger and cargo services respectively, with fifth freedom rights granted for stopover locations.

CAA Director General Ho Shu-ping (何淑萍) highlighted Finland’s strategic role as a key aviation hub in Northern Europe. Taiwanese carriers—including China Airlines, EVA Air, and Starlux Airlines—have engaged with Finnish counterparts to explore market opportunities. While local airlines currently have codeshare agreements with Finnair on existing European routes, the new agreement lays the groundwork for direct Taiwan-Finland flights, further strengthening Taiwan’s air connectivity in the region.

The CAA said the deal creates new expansion opportunities for airlines on both sides, boosting business and leisure travel between Taiwan and Finland. It is also expected to enhance air transport and economic ties between Taiwan and the broader Nordic region.
