Taiwanese nationals also holding a Chinese ID card or passport will lose the right to serve as civil servants according to pre-existing laws reemphasized by the Ministry of Civil Service (MOCS) this Monday.
The ministry, in cooperation with the Mainland Affairs Council, is sending affidavits to central and local government agencies inquiring whether or not civil servants have a Chinese ID, permanent residence permit, residence permit, or passport, holding them legally responsible should they fail to report it.
The MOCS stated that according to the Act Governing Relations between the People of the Taiwan Area and the Mainland Area Article 9-1, anyone holding permanent residence in China or a Chinese passport is not entitled to hold public office in Taiwan.
Per Article 4 of the Public Functionaries Appointment Act, special audits may be conducted when involving national security interests. The article also stipulates that agencies should factor in their servants’ morality as well as their loyalty to Taiwan.
The MOCS pointed out that the legislation does not just apply to Chinese nationality and residency, but that civil servants may not hold dual citizenship of any kind.
The results will be compiled and processed by each agency independently. The MOCS stated that the results will be completed around mid-March.
