Health Ministry targets education to combat child exploitation online

The Health Ministry has reported that more than 1,000 individuals were victimized in sexual image abuse cases last year, with minors making up about 35%. Teenagers aged 13 to 17 accounted for the largest share at 32.9%, while 22 victims were under the age of 12.

To strengthen protective measures, Department of Protective Services Director-General Chang Hsiu-yuan (張秀鴛) said Friday that the focus will remain on education. The ministry plans to collaborate with the Education Ministry to expand public awareness campaigns.

Chang noted that the widespread use of digital devices, combined with weakening parent-child communication, makes children more vulnerable to exploitation on dating apps and gaming platforms. 

She emphasized that not all explicit images are self-generated — many are taken secretly. Public restrooms, cram schools, and after-school programs are among the high-risk areas where surveillance should be improved and regular inspections conducted.

Whether filming, sharing, viewing, or storing such content, Chang said these actions are criminal and not private matters. The ministry will continue working with relevant agencies to step up enforcement and legal education to address these issues at the source.
