A military spokesman said Sunday that it would not be possible to allow civilians to visit the No. 202 Arsenal at the Guanghua Military Complex in Taipei. The spokesman -- Maj. Gen. Luo Shou-he – was responding to a suggestion by a Taipei city councilor to move the arsenal to pave the way for an ecological reserve.
The arsenal is responsible for manufacturing medium- and large-caliber weapons systems. Luo said that security reasons made it impossible to allow civilians to enter the arsenal, but that it would take responsibility for preserving the wetlands within the grounds.
As to the possibility of moving the arsenal, Luo said that it would require a special budget, and that a new arsenal would have to be built before the existing one can be moved.
