Revision needed for outdated laws: Control Yuan

Taiwan’s highest watchdog body, the Control Yuan, says the government should review and revise outdated laws as soon as possible. That’s the word from Control Yuan President Chang Po-ya on Tuesday.

Chang led a group of Control Yuan members to inspect the Cabinet with Premier Mao Chi-kuo and other high-ranking officials.

She said obsolete laws should be updated soon so up-to-date laws can be used to promote needed policies.


“When our members are conducting investigations into cases, [we] often find the laws or the rules on which the cases are based are clearly out of step with the changes and needs of society," said Chang. "Therefore, though the executive branch acts in line with the law on the surface, there are quite a few public grievances.”

Chang said the Control Yuan has suggested that the Cabinet revise 56 rules and regulations. Among them, only 19 have been amended. Chang called on the government to take an active role in addressing the issue.

Meanwhile, a Control Yuan member quoted Premier Mao Chi-kuo  as saying that Taiwan will be marginalized by the international community if Taiwan does not take a proactive approach in its bid to join the Trans Pacific Partnership (TPP) and the Regional Comprehensive Economic Partnership (RCEP). The Control Yuan member, Jiang Chi-wun, also quoted Economics Minister John Deng as saying that a task force set up by the Cabinet has ordered all related government agencies to propose revisions by next April.
