Draft rules should respect president’s constitutional powers: Presidential Office

Presidential Office official Hsiung Kuang-hua says that draft rules on the transfer of presidential power will hamper the presidency's ability to function.


Hsiung was speaking at the Legislature Monday before a review of draft regulations. Hsiung said that the proposed regulations would impact the president’s ability to sign treaties with foreign powers and could also impact presidential appointments.


However, Hsiung said that Presidential Office will be pleased to see the draft regulations pass if they are constitutional and enjoy support from both ruling and opposition parties.


Cabinet Secretary-General Chien Tai-lang also said that the draft needs further review. He said that there is room to discuss limiting the president’s administrative powers. However, Chien said that provisions that impede the exercise of the president’s constitutional powers shouldn’t be included among the draft regulations.
