A Legislative committee has passed the first reading of a draft bill on the presidential transition. Under the draft bill, the Central Election Commission is responsible for overseeing the transition.
The most debated articles of the draft bill deal with the president’s ability to negotiate treaties. The Democratic Progressive Party, which holds the majority of seats in the Legislature, passed its own version of the controversial articles.
The revisions state the sitting president and the Cabinet need to consult the president-elect on key decisions, budgets, treaties, and protocols on cross-strait relations. The president-elect will send his or her written opinions to the working group in charge of the presidential transition.
Two KMT legislators expressed doubts about the draft bill. They believe the discussion of the presidential transition draft should fall under the framework of the constitution.
