New measures designed to give taxi operators more flexibility in terms of the cars they use and the fares they offer may take effect in July.

The measures aim to help taxi drivers compete with ride-sharing app Uber, which remains popular in Taiwan despite being illegal.

New rules will allow taxi operators to create advance booking services. Taxis used for advanced booking will be exempt from regulations on color, but will not be able to pick up passengers who have not called ahead with a reservation. The new measures will also loosen rules on fares, setting a cap at 100% above current rates.

The transport ministry had planned to introduce the new measures in May. But the ministry has delayed its plans because of the large number of associations and unions involved in the taxi business and because of concerns raised by drivers. The ministry says it will hold a public hearing on the measures featuring invited scholars.
