Beijing insists on ‘one China’ for ICAO participation

Beijing has sent a message that Taiwan may possibly not receive an invitation to attend the upcoming meeting of the International Civil Aviation Organization (ICAO).

The government has continued to express optimism that it will be invited to attend the ICAO meeting, which opens in Montreal on September 27. But Ma Xiaoguang, spokesperson for China’s Taiwan Affairs Office, said Wednesday that Taiwan’s participation would be dependent on acceptance of the “one China” principle.

The new government of President Tsai Ing-wen has not acknowledged the so-called 1992 Consensus. This formed the basis of cross-strait dialogue under the previous Ma Ying-jeou administration.

Taiwan attended the last meeting of the ICAO three years ago under the name Chinese Taipei.

Earlier this year, there was similar uncertainty over whether Taiwan would be permitted to attend this year’s World Health Assembly. An invitation was finally issued just weeks before the summit, with similar controversial conditions regarding “one China.”
