The Ministry of Justice saying a British fugitive will be extradited to Taiwan to serve a jail sentence.

The ministry made the announcement late on Friday, after the Scottish secretary of justice upheld a decision by the Edinburgh Sheriff Court to extradite Zain Dean to Taiwan.

Zain Dean is a British national who fled Taiwan using a friend’s passport in 2012. That’s shortly before he was due to begin serving a four-year prison term. He was convicted of killing a newspaper deliveryman while driving drunk.

The Edinburgh Sheriff Court made its extradition ruling in June that Dean should be extradited to Taiwan to serve his sentence.

The new president of the Control Yuan, Chang Po-ya, took office Friday. She is the first female president of the government body, which acts as a government accountability agency.

Outgoing Control Yuan President Wang Chien-shien said the Control Yuan has received much public criticism and some say it should be reformed or even abolished. But he said he expects that Chang will be successful in her new role.

Although Chang’s nomination was approved by the legislature, 11 of the original 27 candidates for appointment to the Control Yuan were rejected by the legislature.

A Cabinet announcement said Wu was appointed because of his extensive experience in research, administration and education.
